Re: Serials Project
In 2000, the faculty reviewed Fogler Library's serials holdings list and ranked indexes and journal titles according to their usefulness:
Serials given a "3" ranking have been cancelled, and money saved totaled $220,467. A list of the journals cancelled and that will no longer be available as of December 31, 2002 is on the Library's website: http://library.umaine.edu/colldev/Serials2002/canceledprev.htm.
The money saved previously from the above cancellations is not sufficient to cover our remaining serial subscriptions. Because of this and continued University budget reallocations, lack of allocated money for a third straight year to meet our inflationary costs, and the need to restore, at least in part, the monographs budget, it is now, unfortunately, necessary to cancel an increased number of journals.
Attached to this letter are lists of serials that were rated "2" by the faculty, and the highest cost "1's." These combined lists will give us the total money needed, with a slight margin to allow for changes. Because colleges ranked many of the titles differently, and because our statistics indicate many of the 2's are still highly used by students and faculty, I am asking that faculty review both lists before any further cancellations occur. I ask that each title be ranked either:
Every college has been given a complete list of the titles under review in order to guarantee that interdisciplinary units have an opportunity to comment on all titles that are relevant to their constituents. Please feel free to nominate for cancellation other journals not on these lists. Note that your subject specialist librarians will also be reviewing the lists. I would like the college to make the final tally and decision on those journals supporting the college. Lists should be returned by May 14th. We will need to proceed with or without them.
The total targeted dollar amount necessary to bring the Library's budget into balance is $661,000. I urge the colleges and departments to quickly distribute the list of serials to every faculty member so that everyone will have an equal opportunity to participate in this important analysis. Titles on the returned lists that have no rank or that are ranked "2", will be cancelled. There is no immediate revenue available to reinstate a journal once it is cancelled. Keep in mind that canceling the paper copy also often means canceling online full text access.
Fogler Library staff have created a website http://www.library.umaine.edu/colldev/Serials2002 in an attempt to answer any questions about the cancellation process described above. Thank you all in advance for your help. We share your concern that we do not eliminate resources needed for teaching and research at the University of Maine. EMA/cd
