New Serials Subscriptions: Recommendations, 2003


 A limited amount of funds has been set aside for new journals and these funds come with some restrictions because they derive from sources that carry restrictions on their use. The two fund sources are the Technology fee and the Maine Economic Improvement Fund. Specific information about the funds is described below.

  1. How to make requests for new serials: 

    a. When to make requests:

    Recommendations for new journal titles may be made at any time. However, the Faculty Library Committee and Library will begin reviewing requests starting November 3, 2003. Institutional journal subscriptions run by the calendar year, so the sooner subscriptions to new titles begin, the more issues the library will receive for the 2004 subscription year price. As many new journals as possible will be added, but given the funding stipulations, budget, and timeline it is possible that not all recommendations will be implemented immediately. The Library will maintain a list of all recommendations, no matter when they are made, so it is important that faculty continue to submit titles that are needed for research and curricular purposes.

  2. Funding sources

    a. Maine Economic Improvement Fund. $150,000. 

    Designated for science and technology, such as Aquaculture/Marine Science, Biotechnology, Composites/advanced materials, Environmental technologies, Information Technology, Advanced Technologies for Forestry and Agriculture, Precision Manufacturing, technology transfer, commercialization, entrepreneurship. Digital format preferred but not required. 

    b. Technology fee. $150,000. 

    Must address general graduate and undergraduate education and must be in digital format. 

  3. Ordering considerations

    a. Working with library vendors

    Fogler Library subscribes to thousands of titles from hundreds of different publishers. The most effective way to subscribe is through an intermediary vendor who maintains our individual journal subscriptions with the publishers. Approximately 90% of the titles are with a single vendor, Ebsco. Our high-volume account entitles us to significant cost and service discounts. The vendor not only takes care of monetary transactions with publishers, but also assists with activation of online access and claiming of individual issues that are late. The vendor also provides summary and statistical reports on prices and usage.

    b. Formats

    Journal subscriptions may be for either print or online formats, or a combination. Publishers vary widely in their pricing schemes and license agreements for access to online journals. Generally, the library subscribes to the format with the lowest price as long as there is a guarantee of archival access to the title if online. However, local preferences for print or online must be taken into account.

  4. How new subscriptions will be chosen

    a. List of recommendations will be on this page

    b. Colleges/Departments and the Library will review recommendations in a collaborative effort to acquire subject-specific journals. 

    c. Recommendations for all new titles, including interdisciplinary titles or collections of titles, as well as database resources, will be made by the Library and approved by the faculty committee.
