ScienceDirect 

 

ScienceDirect was funded by state research monies for an initial three-year license for all libraries in the University of Maine System, from 2000-2002. A one-year license was negotiated to continue access in 2003. For 2004, ScienceDirect cost proposals from Elsevier far exceeded available state funding, and the University of Maine System and individual campuses were unable to add the costs to their budgets. 

The University of Maine continues to subscribe to nearly 400 Elsevier journals, in print, at a 2005-estimated cost of $1,019,000. We now have Web Editions-only access to most of these journals in ScienceDirect, a service that allows full-text access to a rolling file of the latest 12 months. 

In order to provide online access to more titles and/or more backfiles of titles, Elsevier has given Fogler Library several options, some with cost estimates for 2005. There is currently no funding to cover these costs. 

1. Provide full-text access to Orono's SUBSCRIBED titles only, for the latest year plus a 4-year archive: $1,146,500 ($1,019,000 for 2005 subscriptions plus $127,500). This amount is based on a commitment to maintaining in future years the subscription expenditures of $1,019,000, plus annual cost increases, for our subscribed titles noted above. The library would not have archival rights to the online backfiles. 

2. Provide full-text access to selected titles in ScienceDirect including selected non-subscribed titles, based on subscription expenditures, for the latest year plus a 4-year archive: $1,274,000 ($1,019,000 for 2005 subscriptions plus $255,000). The library would not have to commit to maintaining the current subscription level in future years. The library would not have archival rights to the online backfiles. 

3. Provide full-text access to almost all journal titles in ScienceDirect, for the latest year plus a 4-year archive: $1,336,600 ($1,019,000 for 2005 subscriptions, plus a license for option #1 above at $127,500, plus $190,100). This amount is based on a commitment to maintaining in future years the subscription expenditures of $1,019,000 for our subscribed titles, as well as a license for #1 above. The library would not have archival rights to the online backfiles.

4. Provide full-text access to all journal titles in ScienceDirect, for all available years: not yet quoted by Elsevier but would require "purchase" of online backfiles as well as an ongoing subscription fee. 

5. Provide full-text access to full-text journal titles on a per-article cost basis. $35 per article from a deposit account, or lesser amounts if one of the above licenses is in place.
