The Maine Indian Tribal-State Commission (MITSC) has completed the fourth and final year of its review of the civil laws of Maine, pursuant to Resolves 1997, Chapter 45. I am pleased to submit to you our report and recommendations, entitled “Impact of Maine Civil Laws on the Wabanaki: 1997-2000.” Even though this is the final report required by Chapter 45, MITSC’s work is ongoing because the laws, programs, and policies of the State of Maine impinge upon the Tribes and their culture in myriad ways.
In addition to reviewing the civil laws of Maine, Chapter 45 also required MITSC to convene an annual Assembly of Governors and Chiefs. Having organized four Assemblies since 1997, MITSC is happy to report that these have been most successful. MITSC is recommending that they be continued and that there also be an Annual Tribal-State Legislative Assembly.
MITSC has submitted a piece of legislation along with this report. This is entitled “An Act to Authorize the Maine Indian Tribal-State Commission to Introduce Legislation and to Organize Annual Assemblies of State and Tribal Leaders.”
